Instead of the Senate, there should be a Committee of States composed of delegates randomly selected from each state legislature, one per state, to represent the views and positions of their State. Their terms should be relatively brief, one year or so, and upon selection, they would still remain a member of their state legislature and once their term expires, they would go back to it.
